Bonnie’s career in international education began in 2001 with her starting the International Student Program for the Surrey School District. The program grew steadily under her leadership until she relocated to Calgary, AB in 2007. Shortly thereafter and upon incorporation of CAPS-I in 2008, Bonnie took on the role of Executive Coordinator, later becoming the Executive Director and continues to provide leadership for the organization today. Bonnie currently serves on the Canadian Bureau for International Education’s Immigration Advisory Committee and is a member of CANIE, Climate Action Network for International Educators. She led the Global Alliance of Education and Language Associations with a membership of leading education and language association from around the globe, as Co-Convenor from 2017-2020. Bonnie also served on the Executive Committee of IPSEA (International Public School Education Association of BC) as Treasurer and Vice-President from 2005-2007. Bonnie resides in a suburb of Vancouver and has two grown children.

Geoff Wilmshurst is Managing Partner of Grow Global Strategies Ltd., an international consultancy focussed on helping clients reach their international education goals and aid with their international strategic development. Prior to establishing Grow Global Geoff was the Advisor to the Deputy Minister of the British Columbia Ministry of Post-Secondary Education and Future Skills. Geoff was responsible for providing advice on guidance to the Deputy Minister on a variety of international education issues including federal immigration changes and transnational education. From 2016 Geoff was Vice-President Partnerships, at Camosun College in Victoria, British Columbia where he is responsible for International Education, Continuing Education, Contract Training, Ancillary Services, Fundraising and Advancement, Alumni and external relations. Prior to that Geoff was Director of International at Camosun. In 2008 Geoff joined Study Group, an international private educational pathway provider, as Director of Business Development for Canada. Geoff was responsible for the development of the Study Group International Study Centre at Royal Roads University in Victoria, BC. In 2003, Geoff returned to Canada and took on the inaugural role of Manager, Study Abroad at Thompson Rivers University (TRU) in Kamloops, BC. In 2006 Geoff was assigned to the Canadian Institute of International Studies in Chandigarh, India as the India Director for TRU’s first transnational campus project. Upon his return he headed up TRU’s international marketing and recruitment division. From 1992 to 2003 Geoff was employed in a variety of international organizations including Petro-Canada International Assistance Corporation, World University Service of Canada and AFS International the world’s leading non-profit student exchange organization as the Director of Programs. In addition to the United States and India, Geoff has worked and studied in China and Japan. Geoff is a graduate of Saint Mary’s University in Halifax and Shandong Normal University in China. Geoff currently resides in Victoria, British Columbia.

In 2024, the Canadian government enacted a number of policy decisions that directly affected the country’s international education sector. With institutions, and the agents with whom they work, forced to navigate a rapidly evolving policy environment that includes absolute caps, as well as a tighter visa application process, there has been considerable uncertainty, and the situation remains challenging. 


However, as the industry has adapted to the changes, a number of opportunities have emerged. With Canada still a popular study destination, thanks to the world-class education it provides, anecdotal evidence has suggested that the more stringent visa process has led to schools and agents vetting more effectively, with the result that a higher proportion of genuine students are being recruited. 


In this session, we look at the extent to which the new regulations have led to better recruitment standards. We also question whether student outcomes are being effectively aligned with labour needs and, finally, we look at whether the new rules are dissuading potentially successful students from applying to Canadian institutions.

Originally from Serbia, she moved to Saskatoon, Saskatchewan 17 years ago and is proud to call it home. In her role, Jelena works closely with internal stakeholders to align enrolment goals with institutional priorities and ensure a seamless, student-centred experience for incoming international students. She is known for her collaborative mindset and cultural sensitivity. Jelena thrives on brainstorming innovative ideas and developing practical solutions to complex challenges—particularly in the ever-evolving land.

Sana Amjad
Sana Amjad is the Associate Registrar, Recruitment & Admissions at The University of Winnipeg. An alum of the University, she brings over 14 years of experience in public policy, government relations, and higher education. At UWinnipeg, she leads strategic initiatives to grow and diversify domestic and international student enrollment, while enhancing the admissions experience. Sana also represents UWinnipeg as its Senior Internationalization Officer with CBIE, helping to shape national conversations on student mobility and global partnerships. Previously, she served as Director of Government and Community Engagement at UWinnipeg and held senior roles in the Manitoba government.

As distinct from a panel session or keynote, the roundtables provide a space for a less-structured discussion but with guidance from an informed specialist. To provide that guidance, each table is led by a host whose role is to moderate and animate the discussion around the topic at hand.


- There will be two sittings of all tables, each lasting 25 minutes. The first begins at 18:00; the second at 18:30.
